Registered nursing in B.C. has been a self-governing profession since 1918. Our Board is the College’s policy-making and governing body. It receives its authority from the Health Professions Act.

  • Competence of Board members.
  • Conduct of Board members.
  • Informed decision-making.

Board members

  • Understand their role, duties, and accountabilities.
  • Manage differences of style or approach constructively.
  • Take responsibility for their own behaviour.
  • Do not represent personal or professional interests.
  • Make decisions in the public interest.
  • Are clear about what it understands to be its public interest purpose.

 Board structure

Public Representatives
Our public representative board members, who are appointed by the provincial government, provide a public viewpoint. Our public representative board members also communicate Board policies and decisions to the public and registrants as appropriate.
Our registrant board members are elected by all registrants. The College Bylaws provide for rural, urban and at-large registrant board members.

 Board Chair duties

The duties and responsibilities of the Board Chair include:
  • Presiding at general meetings of the College and board meetings.
  • Acting as the College’s official spokesperson for governance matters and ceremonial occasions.
  • Signing the minutes of each general or board meeting after they are approved by the Board.

 Board Vice-chair duties

If the Board Chair is absent, unable to act or is removed from office, the Board Vice-chair exercises the powers and performs the functions, duties and powers of the Board Chair.

 Board Member duties

Board members' duties and responsibilities include:

Under the Health Professions Act, the Board governs, controls and administers the affairs of the College. The Act also provides for the Board to establish bylaws.

The College Bylaws require:

  • The Board to annually approve an operating expense and revenue budget, appoint the auditor and hold an annual general meeting to report on the financial statements; present the report of the board; and the report of the auditor, if any.
  • Board member involvement in many of the College’s statutory committees.

There are three main areas of activity for the Board in the context of its governance function:

  1. strategic planning;
  2. making decisions at a policy or direction-setting level; and
  3. monitoring the progress of Board-approved decisions.
  • Exercising appropriate care.
  • Allocation of resources through financial planning, budgeting and management.
  • Reviewing the financial statements at Board meetings.

In addition to the statutory requirement to publish the College’s year-end financials, the Annual Report of the Board demonstrates the Board’s commitment to transparency, accountability and governance best practice.
